Public Petition for the Creation of a Municipal Law to Allocate Resources to the Cause of Street Animals

Belém is just a few months away from COP30 and has no plan to remove stray animals, the majority of which are dogs and cats living on the streets of Belém. Here we propose a concrete solution to reduce the number of stray animals in Belém.

Petition Title: For a fairer and more supportive city: allocating a percentage of municipal revenue to protecting and raising awareness about the Animal Cause

Introduction: The city faces a critical problem related to stray animals, who suffer from abandonment, hunger, mistreatment and disease. Independent caregivers, often without financial support, take on the responsibility of protecting and caring for these animals, in addition to raising awareness among the population about the importance of animal welfare. We believe that the government must commit to supporting this essential cause for the construction of a more humane and conscious society.

Request: Through this petition, we request that the City Hall, with the support of the City Council, create and approve a Municipal Law that allocates Percentage of the municipality's annual revenue for the Animal Cause. This resource should be divided as follows:

  1. 80% for direct financial support to independent caregivers of street animals, in order to expand their rescue, veterinary care, feeding and responsible adoption actions.
  2. 20% for castration and awareness campaigns about the animal cause, promoting education on responsible ownership, prevention of animal abuse and sterilization.

Justification:

  1. Animal welfare: Ensure that stray animals receive the care they need to live a dignified life.
  2. Social impact: Reducing the overpopulation of stray animals contributes to public health and community safety.
  3. Appreciation of caregivers: Recognize and support the essential work carried out by caregivers voluntarily and often using their own resources.
  4. Education and awareness: Investing in educational campaigns is essential to promote cultural changes and prevent new cases of abandonment and mistreatment.
  5. Public commitment: Demonstrate that the City Hall and the Municipal Chamber are committed to animal welfare and a more supportive society.

Implementation Method:

  • The creation of a Municipal Fund for Animal Protection, managed by the City Hall, with the participation of representatives of civil society and NGOs in the area to ensure transparency and effectiveness in the distribution of resources.
  • Annual notices for the selection of independent caregivers and NGOs that will receive resources, with clear criteria and based on results.
  • Development of awareness campaigns in partnership with schools, local media and social networks.

Signatures: This petition has the support of the people of Belém, who believe in a more humane and supportive city. Signatures will be collected in person and online, through digital platforms, to demonstrate the strength of the popular appeal.
